About KEK Sanur Intelligence

KEK Sanur Intelligence is an independent editorial desk covering Indonesia’s first health-focused Special Economic Zone — KEK Sanur in Bali. We publish numbers-first, regulation-sourced guides to Bali International Hospital, medical tourism, the fiscal and non-fiscal incentives, land and foreign-ownership rules, the entry process, costs and risks. We are not a government body, not InJourney, Indonesia Healthcare Corporation (IHC), or PT Hotel Indonesia Natour, not the zone operator (BUPP), not Bali International Hospital, and not a licensed financial, legal, medical, or tax adviser.

Why this desk exists

When KEK Sanur was inaugurated by the President on 25 June 2025, most coverage repeated the same headline numbers — Rp 10.2 trillion, 41.26 hectares, tens of thousands of jobs — without separating what is operating today from what is still a masterplan target. We built this desk to do the unglamorous part: read the designating regulation (PP 41/2022) and the KEK framework (UU 39/2009, PP 40/2021, PP 96/2015) line by line, date every figure, and tell readers plainly when a number is a projection rather than a realized result.

How we work

  • Regulation-sourced. Claims trace to the designating regulations and official releases (kek.go.id, peraturan.bpk.go.id, pajak.go.id, setkab.go.id). If a figure cannot be traced, we flag it rather than repeat it.
  • Built vs drawn. We separate what is operating today — Bali International Hospital has treated patients since April 2025 — from facilities that exist only on a masterplan.
  • Information, not advice. We never recommend a specific transaction or treatment, and never promise approvals, incentives, or returns. Eligibility is case-by-case and rules change.
  • We correct errors. Figures are date-stamped; tell us about a mistake and we will fix it.

Our editors

Pradnyana Wirawan — Lead Analyst, KEK Sanur & Health-SEZ Policy

Pradnyana reads Indonesia’s special-economic-zone framework from the primary texts up — UU 39/2009, PP 40/2021, the zone-designation PP 41/2022, and the taxation rules in PP 96/2015 — and tracks Dewan Nasional KEK evaluations. He writes the legal-framework, regulation, governance and risk coverage, and enforces the house rule: if a figure can’t be traced to an official document, it gets flagged, not repeated.

Maharani Setyabudi — Health Tourism & Hospital Systems Editor

Maharani covers Bali International Hospital, the economics of medical tourism, and the wellness, longevity and retirement side of the Sanur precinct. She writes the patient-pathway and cost-transparency pieces and is strict about separating services that are actually operating from facilities that have only been announced.

Yudistira Kamajaya — Investment, Land & Setup Editor

Yudistira covers how a business actually enters KEK Sanur: PT PMA formation, OSS risk-based licensing, HGB and land structures over HPL, the fiscal incentives and the minimum-investment thresholds that gate them. He never promises an approval, an incentive, or a return — eligibility is case-by-case and the rules change.

How we are funded

Reading this site is free. If you ask us for an introduction and later engage one of the vetted independent partners we introduce (legal, notarial, or setup specialists), that partner may pay us a referral fee at no extra cost to you. Partners set their fees independently; referral arrangements never influence what we publish.
